Can a person go back to Kuwait if the residence visa has exipired without cancellation?

I was previously working in Kuwait and was on a residence visa with a work permit. Due to some circumstances I had to leave Kuwait and was unable to return back for cancelling the visa within 6 months. Its been more than 2 years now and I am currently residing and working in Dubai. I would like to go back to Kuwait for a short visit. Is it possible for me to get a visit visa or would it be blocked as my previous residence was not cancelled.
If anyone has an idea about such an issue, I would highly appreciate it if they would throw some light on it
